The act also includes provisions that approve obligations and provide for back pay related to the partial DHS shutdown that began on February 14, 2026, due to a lapse in appropriations for DHS. (Sec. 3) This section provides that references to this Act included in any division of this act refer only to the provisions of that division unless the act expressly provides otherwise. (Sec. 4) This section provides that the explanatory statement regarding this act that was printed in the Congressional Record has the same effect with respect to the allocation of funds and implementation of this act as a joint explanatory statement of a conference committee. It also specifies exceptions related to funding for U.S. Immigration and Customs Enforcement (ICE) and U.S. Customs and Border Protection (CBP) Border Security Operations that is excluded from this act. (Sec. 5) This section specifies that the sums in this act are appropriated for FY2026. The OIG must review the report for compliance with laws and regulations and submit the results to Congress. (Sec. 102) This section requires the DHS Chief Financial Officer to submit monthly budget and staffing reports to Congress. (Sec. 103) This section requires DHS to notify Congress of proposed transfers from the Department of the Treasury Forfeiture Fund to any DHS agency and prohibits obligation of the funds until Congress is notified of the transfer. (Sec. 104) This section requires all official costs for the use of government aircraft by DHS to support official travel of the Secretary and the Deputy Secretary to be paid from amounts made available for the Office of the Secretary. (Sec. 105) This section requires the Under Secretary for Management to (1) provide quarterly briefings to Congress on specified acquisition programs, and (2) submit each approved Acquisition Decision Memorandum for the programs to Congress within five business days of approval. (Sec. 106) This section prohibits funding from being used for certain new pilot or demonstration programs unless DHS provides specified information to Congress regarding the objectives, assessment methodology, and implementation plan for the program. (Sec. 107) This section prohibits the DHS Office of Intelligence and Analysis from using funds provided by this division to conduct certain intelligence collection activities, including: conducting an interview with anyone with a pending criminal case without the consent of the interviewee after they have consulted with counsel, intelligence collection targeting journalists in the performance of journalistic functions, or conducting an interview for intelligence collection with a U.S. person absent a reasonable belief based on facts and circumstances that the person may possess significant foreign intelligence. (Sec. 108) This section requires the DHS Office of Inspector General to submit reports to Congress regarding the oversight of the funding provided to DHS by the 2025 reconciliation act, including recommendations for ways to improve effectiveness and efficiency of the funds and prevent waste, fraud, and abuse. (Sec. 109) This section provides additional funding for the procurement, deployment, and operations of body-worn cameras for agents and officers performing immigration enforcement activities. TITLE II--SECURITY, ENFORCEMENT, AND INVESTIGATIONS This title provides appropriations to U.S. Customs and Border Protection (CBP) for (1) Operations and Support; and (2) Procurement, Construction, and Improvements. The title provides appropriations to the Secret Service for Operations and Support; Procurement, Construction, and Improvements; and Research and Development. (Sec. 201) This section limits overtime compensation for employees of CBP, ICE, and the Secret Service except in individual cases that DHS determines to be necessary for national security purposes, to prevent excessive costs, or for immigration emergencies. (Sec. 202) This section provides that specified fees collected from passengers arriving from Canada, Mexico, or an adjacent island shall be available until expended. (Sec. 203) This section prohibits funds from being used to waive certain navigation and vessel-inspection laws for the transportation of crude oil distributed from and to the Strategic Petroleum Reserve until DHS takes adequate measures to ensure the use of U.S. flag vessels. (Sec. 204) This section prohibits DHS from collecting new border crossing fees or conducting a study related to the imposition of a border crossing fee. It also prohibits funds from being used to reduce anticipated or planned vetting operations at existing locations unless the reduction is specifically authorized by a statute enacted after the enactment of this division. (Sec. 207) This section prohibits funds provided to CBP for Border Security Assets and Infrastructure from being used for the procurement or deployment of surveillance systems that are not autonomous. (Sec. 208) This section requires DHS to ensure that the November 30, 2021, CBP policy statement titled Policy Statement and Required Actions Regarding Pregnant, Postpartum, Nursing Individuals, and Infants in Custody, or substantively similar standards of treatment developed in consultation with maternal and pediatric health providers and experts, are in effect and are fully implemented to safeguard the health, safety, and rights of pregnant women in CBP custody. It also prohibits funds from being used to carry out legislation that alters the applicability of the screening requirements. (Sec. 210) This section permits the TSA to use funds from the Aviation Security Capital Fund for the procurement and installation of explosives detection systems or for the issuance of other transaction agreements to fund certain airport security improvement projects authorized under current law. (Sec. 211) This section requires the TSA to submit to Congress a report regarding a Capital Investment Plan, a five-year technology investment plan, and Advanced Integrated Passenger Screening Technologies. (Sec. 212) This section modifies an annual reporting requirement on the amount and disposition of unclaimed money collected at airports to require an annual briefing instead of a report. (Sec. 213) This section prohibits funds provided by this division for Coast Guard Operations and Support from being used for certain recreational vessel expenses, except to the extent fees are collected from owners of yachts and credited to the account. (Sec. 214) This section requires the Coast Guard to submit to Congress a future-years capital investment plan. Each stage below is a House or Senate floor decision: every recorded roll call on this measure, plus passage by voice vote or unanimous consent, which records no individual votes. Each stage shows the latest version published before that day; the chamber may have voted on an amended text. Roll calls name every member. A member's row follows their votes, and a highlighted vote marks where they voted for advancing the measure at one stage and against it at another (passage, cloture, motions to proceed, agreeing to the other chamber's version). Amendments and motions such as recommit or table don't count as a change, because an aye there isn't a vote for the measure.
