THE SENATE

S.B. NO.

2916

THIRTY-THIRD LEGISLATURE, 2026

STATE OF HAWAII

A BILL FOR AN ACT

Relating to the state archives.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. The legislature finds that the state archives division, established by statute in 1905, collects, preserves, and makes publicly available state records and artifacts of permanent value. Archived government records date from 1790 to the current legislative session, and manuscript holdings include records of individuals and organizations that shaped state history, photographs, maps, artifacts, and collections of rare works that specialize in state history, culture, and Pacific voyages. The state archives division also provides support services to state agencies in the management of their active and inactive non-permanent government records.

The legislature further finds that the facilities of the state archives division are dated and at capacity. The legislature believes that the state archives division needs a new, state of the art facility with more space for processing, conserving, and storing its current and future collections and for increased programming and researcher support.

Accordingly, the purpose of this Act is to appropriate funds for the state archives to begin the planning processes for a new facility with sufficient space to accommodate current and future needs.

SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $4,000,000 or so much thereof as may be necessary for fiscal year 2026-2027 for the planning, designing, environmental studies, site evaluation and selection studies, and permitting conducted relative to a new facility for the state archives.

The sum appropriated shall be expended by the department of accounting and general services for the purposes of this Act.

SECTION 3. This Act shall take effect on July 1, 2026.
